Discounting while treating generations equally

چکیده

This chapter asks whether equal treatment of generations is compatible with social discounting. It presents the rank-discounted utilitarian criterion, proposed by Stéphane Zuber and analyzed in Zuber and Asheim (2010), which combines equal treatment with social discounting by giving priority for the worse off not only due to their absolute level of well-being but also their relative rank in well-being. If the future is better off than the present, then this criterion is behaviorally indistinguishable from discounted utilitarianism, which is the criterion usually employed by economists. However, if e.g. climate change breaks the correlation between time and well-being, then rank-discounted utilitarianism more than discounted utilitarianism calls for present action to protect the interests of future generations. ∗This chapter is part of the research activities at the center of Equality, Social Organization, and Performance (ESOP) at the Department of Economics at the University of Oslo. ESOP is supported by the Research Council of Norway. It is prepared for inclusion in a volume to be published by Oxford University Press in honor of Thomas C. Schelling. Can preferences for catastrophe avoidance reconcile social discounting with intergenerational equity?

A social welfare function treating all generations equally is derived from a set of axioms that, contrary to the Utilitarian approach, allows for preferences for Catastrophe Avoidance. Implications for the case where there is a risk of world extinction are studied. We show that substantial time discounting can arise from the planner’s taste for Catastrophe Avoidance, even if the probability of ...

Justifying social discounting: The rank-discounted utilitarian approach

The discounted utilitarian criterion for infinite horizon social choice has been criticized for treating generations unequally. We propose an extended rank-discounted utilitarian (ERDU) criterion instead. The criterion amounts to discounted utilitarianism on non-decreasing streams, but it treats all generations impartially: discounting becomes the mere expression of intergenerational inequality...

Calibration of Fair Social Discount Rate in Utilizing Iran Oil Resources: An Islamic View Point

There is a long tradition in economics about the question of whether intergenerational discounting is fair or not. Ramsey (1928) was the first economist that criticized the discounting and mentioned that the just rate of discounting is zero.  In this paper it was tried to calculate the just rate of discounting for Iran with respect to Islamic thoughts. According to Islam, intergenerational just...

Discounting of Long Term Costs: What Would Future Generations Prefer Us to Do?

Decisions with intergenerational consequences may leave future generations worse off (i.e., not be Pareto optimal) if costs and benefits are not discounted correctly. We point out that this happens if the conventional social discount rate is applied to intergenerational costs: with this rate the justification of intergenerational costs (benefits of a project are invested and the proceeds can co...

International Society for Ecological Economics Internet Encyclopaedia of Ecological Economics Discounting the future

Introduction Discounting is probably one of the most disputed issues in ecological economics. Current human activities may cause immediate and long-term environmental damages. Discounting, the usual procedure to give a present value to financial flows occurring in the future, seems to give outrageously low values to future damages, and thus, to “play against” the environment and future generati...
